What this guide covers
Replacing a light, relocating a socket and installing a new circuit are different activities. Describe what you want to change first. Record whether the project concerns a new building, an alteration or an existing provision. The electrician can then assess which requirements apply to the work and how it fits the rest of the installation. Explain which preparation you want to do, such as clearing access or taking measurements. Agree channels, drilling and routes before making changes to walls or floors.
Explain which preparation you want to do, such as clearing access or taking measurements. Agree channels, drilling and routes before making changes to walls or floors. Work involving sealed supply equipment needs the network operator's authority within its rules. Do not break seals yourself. Stedin explains the relevant authorisation as zegelrecht. Stedin: seal authorisation. Can a how-to article show that my work complies? General guidance does not know your installation. Suitability, workmanship and verification must be assessed for the actual situation.

The Besluit bouwwerken leefomgeving, usually shortened to Bbl, contains Dutch building rules. For low-voltage electrical installations it refers to safety provisions in NEN 1010. IPLO explains this relationship in its building-installation guidance. IPLO: electrical building installations.
Define the job before choosing materials
Replacing a light, relocating a socket and installing a new circuit are different activities. Describe what you want to change first.
Record whether the project concerns a new building, an alteration or an existing provision. The electrician can then assess which requirements apply to the work and how it fits the rest of the installation.
For example: “A new connection for an induction hob, including assessment of the supply, cable route, connection and verification” describes the intended outcome more clearly than “fit a Perilex socket”.
Include any work you plan to do yourself, but have the boundaries agreed before starting. A shared project needs a clear account of who is responsible for each stage.
The newest edition and the legal reference are different facts
On 5 October 2026, NEN's catalogue lists NEN 1010:2020+C1:2024 as a definitive edition. The official amendment to Annex II of the Omgevingsregeling, published as Staatscourant 2026-24248, names NEN 1010:2015+C2:2016+A1:2020 and includes a separate existing-building reference.
Have the applicable reference and requirements established for your work before it starts. The publication date of a newer standard cannot answer that by itself. NEN catalogue, official Annex II amendment.
Record the agreed basis in the quotation and handover documents so it remains available for later work.
How does this affect an older house?
An existing home can contain older installation sections. That does not automatically mean a newly installed section should reproduce an old arrangement. Nor does an older baseline justify removing more recent protection.
IPLO explains the relevance of the installation date and the requirements applicable at that time. Keep records of previous alterations. IPLO: Bbl and housing.
Where the history is unclear, investigation may be needed before an extension can be specified. Allow for that assessment in your renovation schedule.
NEN 3140 addresses another part of electrical safety
NEN 3140 concerns safe operation of electrical installations and electrical work equipment. Its name is not a personal licence to perform every electrical task.
The definitive catalogue entry is NEN 3140:2011+A3:2019; the 2026 entry is marked as a draft. A course title or draft text does not establish competence for the particular work. NEN 3140 definitive edition, NEN 3140 draft.
Read product instructions alongside the requirements
Cables, dimmers and charge points have their own application conditions. Check the exact model and its installation instructions. A matching colour or current marking on packaging is not enough.
For each material-list entry, record:
- its purpose and proposed position;
- the exact type or requirement still to be specified;
- the quantity or measured route;
- the product documents;
- who checks its suitability and connects it.
Keep uncertain items marked “to be specified”. That is more useful than ordering a cheaper alternative before compatibility has been established.
Agree checks and responsibilities in advance
Explain which preparation you want to do, such as clearing access or taking measurements. Agree channels, drilling and routes before making changes to walls or floors.
Ask who checks the design, when concealed work will be examined and which checks will be carried out at handover. Agree the drawings and user instructions you will receive. A light that works does not establish that all protective measures have been checked.
Work involving sealed supply equipment needs the network operator's authority within its rules. Do not break seals yourself. Stedin explains the relevant authorisation as zegelrecht. Stedin: seal authorisation.
Frequently asked questions
Can I read NEN 1010 myself? NEN offers read-only access to Bbl standards through free NEN Connect registration. Download and reuse rights are separate. NEN: access to Bbl standards.
Can a how-to article show that my work complies? General guidance does not know your installation. Suitability, workmanship and verification must be assessed for the actual situation.
What warranty should I expect? Ask for written terms covering the work, products, conditions and contact for problems before accepting a proposal.

Materials and specifications
Before buying, check that the size, type and specification suit your installation. Use the article list and tools to work out the quantities you need.
Manuals and model details
- Quantity and unit
- One current manual per exact product
- Specification
- Use exact model/revision, with conflicting instructions unresolved until manufacturer/installer clarification.
Prepare an enquiry
Uncertain information stays unknown. This checklist gives no safety score and sends nothing. After checking, copy only what you want to share with CAS. In the event of fire or immediate danger, move to safety and call 112. Do not wait for a reply to a form submission.
Worked example and formula
Task: extra socket. Room: study. Supply: unknown. Request an assessment; the list does not approve an installation.
Checklist only; no safety score or automatic submission
